The general criteria in the evaluation and ranking of universities and institutions of higher education are 6 areas including education (30%), research (25%), technology and innovation (20%), internationalization (10%), economic impact (10%) and social services, infrastructures and facilities (5%). Each of these main criteria is divided into a number of main indicators and sub-indicators, according to which the performance of the university is evaluated separately. The new ranking is carried out by 104 indicators and sub-indicators, which are shown in the table below based on each main criterion.

The head of the ISC stated that based on the new methodology and the indicators approved by the ranking specialty team in the Ministry of Science, the required information for ranking universities and research institutes has been collected through three forms: research information collected by the ISC ranking team; self-declaration of universities obtained by completing an electronic ranking questionnaire; and some educational information obtained through the Ministry of Science or affiliated organizations.
